The Protocol

On 12 December 2008, the revised Protocol was presented to the Hartlepool Partnership for agreement.  The Protocol sets out how the Hartlepool Partnership and the Hartlepool Community Network will work together to deliver the Community Strategy Vision.  It reinforces key principles that members and partners will work to in order to in the delivery of services and sets standards for representation and accountability.

Work to review the Protocol began earlier this year when the current draft was reviewed by the Community Network Steering Group, Representatives and members of the Partnership Support Team.   Proposed amendments to the Protocol have arisen from a number of developments:

· Updates to the Community Strategy – new Vision and Principles

· Changes to Theme Partnerships – make up and membership

· Provision of additional information i.e. including eligibility and election procedures for resident members of Neighbourhood Consultative Forums

· Revised Consultation and Policy Codes in the new Compact

· Inclusion of a section on Young People, including the Participation Strategy

· Inclusion of information on administrative arrangements for the Community Network and Theme Partnerships

· A new section on measuring progress reflecting changes in the national assessment of Community Networks and Local Strategic Partnerships.

Following a presentation from the Hartlepool Partnership Support Team, the Board agreed the updated Protocol.
